            <description><![CDATA[I am raising issues already documented in letters to my riding Councilor, and to the Council?s Assets Department in 2004.<br />
In those letters I requested a re-assessment of the conditions and safety of the section of Navigators Rd, between the Lyons Road South and Dunnstown - Navigators Rd. intersections.<br />
In 2003/2004 I had personal involvement with the aftermath of 6 separate accidents, mainly involving vehicles leaving the road, and have since that time seen the signs of many occasions when vehicles have left the road at both the intersections mentioned. Some of the incidents I have attended have been extremely serious, involving injury to motorists and passengers, impact with my house and farm fence, the council?s road signage and a concrete power pole. On the occasion of the car impacting my house, causing over $5000 damage, police officer Alex McCann attended the scene and I believe he contacted the Moorabool Shire to advise the dangerous situation existing on this section of road.<br />
It is fair to say that many of the incidents are of a minor nature and vehicles simply back up and drive away. However there is a potential for serious injury or fatalities to occur. The situation is well known to local residents as a dangerous section of road. The problem is exacerbated by increased vehicle speeds on the roads generally. Some signage recently installed by M.S.C. has helped but I believe there should be further improvements.<br />
The former Buninyong Shire Council installed an Armco railing along the 40 meter section near the Dunnstown Navigators Rd. intersection about 20 years ago, following a series of similar accidents. The railing was later removed following upgrade and realignment of the road. It is my opinion that the upgraded road resulted in higher vehicle speeds, and therefore an even greater potential for loss of vehicle control. <br />
The frequency of the incidents seems to be on the increase, possibly due to driver carelessness or bad behavior, however I believe this is a clearly dangerous section of road, especially when traveling in the direction from Yendon to Ballarat.<br />
The Armco railing, if it could be reinstalled, would not prevent loss of vehicle control due to driver error or excessive speed, but will limit damage to property and/or injury to occupants of my house, and prevent potentially fatal impact with the concrete power pole, if further incidents do occur. The existing signage on the approach to the bend although improved, is still inadequate to slow drivers approaching the corner.<br />
Perhaps a formal speed restriction zone is now warranted for the Navigators 2-kilometer section, considering the residences, Community Centre and Tennis Club Reserve, School and V-Line Bus stops, and 2 intersections.<br />
I would be pleased to meet with any councilor or council officer on site to discuss this matter, at a mutually convenient time. I have had telephone conversations with Lindsay Bandy regarding this matter, and was recommended to write to council noting my concerns, and to request a re-assessment of the safety of this road. <br />
